| biography:
| US public official and lawyer. Educated at Cornell and Harvard, he practised law with a Washington firm (1973–7, 1981–92), and also served as the State Department's deputy director of policy and planning (1977–80). Formerly the Deputy Assistant to the President for National Security Affairs (1993–6), he was appointed Assistant in Clinton's second administration. He is the author of Dollar Harvest (1971) on American rural politics. |
