| biography:
| British statesman, born in London, UK. He was chairman of the Young Conservatives (1958–60) and became MP for Worcester, where he farms, in 1961. He held ministerial posts under Edward Heath, and in Margaret Thatcher's government he was agriculture secretary (1979–83), energy secretary (1983–7) and secretary of state for Wales (1987–90). Regarded as a Conservative ‘liberal’, he was noted for his ‘coded criticisms’ of some of the extreme aspects of Mrs Thatcher's policies. Created a baron in 1992, he is a co-chairman of the International Tax and Investment Centre (ITEC), a non-profit organization involved with aiding former Soviet-style countries to engage with capitalism. |
