| biography:
| British statesman. He studied at Oxford, and was called to the bar in 1951. He became an MP in 1968, and after a number of junior posts under Margaret Thatcher he was made government chief whip (1987–9), and became home secretary (1989–90). Created a baron in 1990, he was appointed Lord Privy Seal and Leader of the House of Lords (1990–2). He has been governor of Bermuda (1992–7). |
