| biography:
| British statesman. He studied at Cambridge, joined the Labour Party in 1948, and headed its research department for five years before becoming an MP in 1964. He held several government posts, then served as secretary of state for economic affairs (1967–9), for trade (1974–6), and for the environment (1976–9). After unsuccessfully contesting the Party leadership in 1983, he became shadow Leader of the House of Commons (1983–7) before returning to the back benches. A member of the Committee on Standards in Public Life (the Neil Committee), he was created a life peer in 1997. |
