| biography:
| British statesman, born in London, UK. He studied at Oxford, then worked for various newspapers, including The Financial Times and the Daily Telegraph, where he was city editor, and also for television (1956–72), and during this time edited the Spectator (1966–70). Elected to parliament in 1974, when the Conservatives returned to office he became financial secretary to the Treasury (1979–81), energy secretary (1981-3), and Chancellor of the Exchequer (1983-9). During his time at the Exchequer, Britain saw lower direct taxes, but high interest rates and record trade deficits. He was created a life peer in 1992. |
