| British statesman, born in London, UK. He studied at Oxford, was called to the bar (1946) then became a Conservative MP (1956). A former secretary of state for social services (1970–4) and industry (1979–81), he held the education and science portfolio (1981–6). He was given an overall responsibility for Conservative policy and research in 1975, and with Margaret Thatcher founded the Centre for Policy Studies. He became a life peer in 1987. |
