| biography:
| Educational administrator. He studied at Oxford and became assistant master at Winchester (1933–45), high master at Manchester Grammar School (1945–62), and Vice-Chancellor of York University (1962–73). He was chairman of the Committee to Inquire into the Training of Teachers (1970–1) which reported in 1972 (Teacher Education and Training). The James Report recommended a restructuring of the pattern of teacher training, advocated an all-graduate entry to the profession, and emphasized the importance of in-service education for teachers. He was knighted in 1956, and elevated to the peerage in 1959. |
