| biography:
| Financier and town planner, born in Paris, France. He entered public service, and under Napoleon III became prefect of the Seine (1853), improving Paris by widening streets, laying out boulevards and parks, and building bridges. He was made baron and senator, but the heavy burden laid upon the citizens led to his dismissal (1870). He was elected to the Chamber of Deputies in 1881. |
