| biography:
| British statesman, born in Sheffield, South Yorkshire, N England, UK. He studied at Hull University, and was a journalist and local authority politician before becoming a Labour MP in 1964. A supporter of Britain's membership of the European Economic Community, he was a minister at the Foreign Office (1974–6), then secretary of state for prices and consumer protection in the Callaghan government (1976–9). He has since been Opposition spokesman on the environment and on home affairs, shadow Chancellor, and deputy leader of the Labour Party (1983–92). He is a regular contributor to newspapers and periodicals. He was created a life peer in 1997. |
