| biography:
| British administrator, the brother of Dingle and Michael Foot. He studied at Cambridge, where he was president of the Union in 1929. He held many government administrative posts abroad, and became a UN permanent representative (1964–70) and a consultant to the UN development programme. He was awarded a life peerage in 1964, and the same year published A Start in Freedom. |
