| biography:
| British statesman, born on the island of Islay, W Scotland, UK. He studied at Dundee University, became Scottish organizer of the General and Municipal Workers' Union (1969–78), and was elected an MP in 1978. He was the opposition spokesman on Scotland (1979–80), defence (1980–1), and foreign and commonwealth affairs (1981–93), then joined the shadow cabinet, and was spokesman on Scotland (1993–7). He served as defence secretary (1997–9) in the Labour government, and was appointed secretary-general of NATO in 1999, stepping down at the end of 2003. He was awarded a peerage in the same year. |
