| US soldier and public official, born in Thurso, Scotland, UK. He resigned from the British army in 1762 and settled in western Pennsylvania. He served with the Continental forces at Trenton and Princeton, and his withdrawal from Fort Ticonderoga without a battle (1777) drew heavy criticism. He was a Pennsylvania delegate to the Confederation Congress (1785–7), and its president in 1787. As governor of the Northwest Territory (1787–1802), he commanded the army that was soundly defeated near Fort Wayne by the Miami Indians led by Little Turtle (1791). |
