| Dutch-Reformed minister turned politician, born in Angeren, E Netherlands, regarded as the father of Dutch social security. He entered parliament in 1901 as an anti-revolutionary. As minister of agriculture, trade, and industry (1908–13) he introduced a number of social bills (for old age, disablement, and health insurance) which were passed but, after a change of government, not implemented except one - a non-contributory old-age pension of fls. 2·50 for all those over 70. In 1911 he also brought about a revision of the Labour Law (extending the protective measures for women and children), and in 1912 a revised Poor Law. |
