| Mexican diplomat, born in Zamora, WC Mexico. After studying law in Mexico, Paris, and The Netherlands, he became a member of the Mexican foreign service. He was under-secretary for foreign affairs (1964–71), and was instrumental in forming the Treaty of Tlateloco (1967), which aimed to abolish nuclear weapons in Latin America. In 1977 he became Mexican delegate on the UN Disarmament Committee. He shared the Nobel Peace Prize in 1982. |
