| British statesman, born in Bonn, W Germany. He studied at Oxford, and became assistant editor of the Pall Mall Gazette, private secretary to the Chancellor of the Exchequer, and under-secretary of finance in Egypt (1889), where he wrote England in Egypt (1892). He was chairman of the Board of Inland Revenue (1892–7), for which he was knighted in 1895. As Governor of Cape Colony (1897–1901) he negotiated with Kruger at Bloemfontein (1899), giving an ultimatum which led to the second Boer War. He later became Governor of the Transvaal and Orange River Colony (1901–5) and high commissioner for South Africa (1897–1905), receiving a barony (1901) and a viscountcy (1902) for his services in the Boer War. In 1916 he entered the War Cabinet, later becoming secretary for war (1918–19) and colonial secretary (1919–21). |
